The short answer: yes, cleaning is fundable through a Home Care Package

Yes. Domestic cleaning is one of the most common things people use their Home Care Package for, and it has been a recognised support for years. The whole point of a package is to help an older person keep living safely at home, and a clean kitchen, a clean bathroom and floors that aren't a slip risk are a core part of that. So cleaning sits squarely inside what the funding is meant for, not in some grey area.

The bit that trips people up is that the money doesn't come to you. Your package is held and administered by an approved provider, and the cleaning gets paid out of that budget, so we invoice your provider and you don't handle payment for the funded hours at all. Your job, with help from your case manager, is to choose a cleaner you trust and tell your provider you want cleaning in your plan.

How a Home Care Package actually pays for cleaning

A Home Care Package is a pool of government funding for in-home supports, set at one of four levels depending on your assessed needs, with the budget rising from Level 1 for basic needs up to Level 4 for high needs. Your provider takes out their management and care fees first, then pays the suppliers you choose from what's left. Cleaning is one of those services you can spend that remaining budget on.

Because the fees come out first, and the budget has to share around any other supports you use like personal care, nursing, gardening or transport, the hours left for cleaning can feel tight. We're honest from the start about what we can do well in the time allocated. We would rather clean three rooms properly than rush the whole house to a standard you wouldn't be happy with.

Some people also contribute a small income-tested care fee on top of the government funding, worked out by Services Australia based on your income, not ours to set or collect. Your provider handles that side too. None of it changes the cleaning, only who pays the bill.

What cleaning the package will and won't cover

The funded cleaning is regular domestic cleaning to keep your home safe and liveable. That means the kitchen, the bathroom and toilet, vacuuming and mopping the living areas and bedrooms, dusting, changing the bed, wiping switches and handles, and emptying bins. On a rotating basis we build in extras like inside the oven or fridge, skirting boards, or windows we can safely reach. We set the exact list with you and your coordinator so the funded minutes go on what matters to you.

Most providers will fund the cleaning needed to keep the home you live in clean and safe, but they generally won't fund what's really a one-off renovation-style job. An end of lease bond clean to get a deposit back, a builders clean after renovations, or a deep clean of a rental you're moving out of are usually treated as separate jobs outside everyday domestic support. We do all of those too and can quote them as a normal private job, which is tidier than having your provider knock it back later.

There are also the practical limits that apply to any home care clean. We don't work off tall ladders, climb on roofs or gutters, move heavy furniture on our own, or do anything clinical like personal care or medication, because that work belongs to your care team. If you're ever unsure whether a task is claimable, your case manager has the quickest answer because they know the rules your provider applies, and we're happy to talk it through with them directly.

Setting it up with your case manager

If you already have a package and a provider, the process is simple. Tell your case manager that you want regular cleaning included and that you'd like to use Capital Coastal Cleaning. They will check that we can be engaged under your plan, agree the hours per week or fortnight, and sort the invoicing with us. From there we agree a day and time window with you, and the visits start. You don't have to chase anything.

If you're at the very start, waiting on an assessment or not yet sure what level you'll get, you don't have to wait to get your home sorted. Plenty of our clients start with us as private pay while their package is assessed or while they sit on the waiting list, then switch the cleaning over to package funding once it comes through. The cleaner and the routine stay the same, only the way it's paid changes, so you aren't starting again with a stranger when the package lands.

We work alongside providers and coordinators rather than making you the go-between, and we already do this with case managers across the Eurobodalla. If your provider wants invoices a particular way or short notes after each visit, we fit in with how they run, and if your needs change we'd rather hear it from your coordinator than have you worrying about the admin.

For private cleaning we price on the realistic time the job takes for the size of the home and what's included, and once we've had a look we give you a steady ongoing figure with no surprises, fixed up front rather than charged by the hour as we go.

The package won't fund the one-off big jobs, but we can still help. An end of lease bond clean is a fixed price by the number of bedrooms, from $450 plus GST for a one bedroom, $500 to $600 plus GST for a two bedroom, $600 to $750 plus GST for a three bedroom, and up to $700 to $850 plus GST for a four bedroom, and carpet cleaning is a flat $50 per room plus GST with no minimum when it's part of a bond clean. If a family is moving an older relative and needs a bond clean, or the carpets need a proper clean after years of sandy feet, we quote those as private jobs separate from the package.
